Die katalanische Metropole, l\u00e4ngst als Paradebeispiel eines au\u00dfer Kontrolle geratenen Massentourismus bekannt, kapituliert vor dem eigenen Erfolg.<\/strong><\/p>\n<div><\/div>\n<div>\n<p>Bei gerade einmal 1,6 Millionen Einwohnern gleicht die Stadt im Sommer einem \u00fcberhitzten Freizeitpark, in den j\u00e4hrlich das Zehnfache an Besuchern dr\u00e4ngt. Die Folgen dieser \u00dcberfremdung sind f\u00fcr Einheimische existenzbedrohend. Explodierende Mieten machen das Wohnen unbezahlbar. \u00dcberlastete U-Bahnen blockieren den Alltag. Traditionelle Viertel verlieren ihre Identit\u00e4t.<\/p>\n<div><\/div>\n<div><\/div>\n<\/div>\n<div>Nun zieht die Stadtverwaltung die Notbremse. Die j\u00e4hrliche Besucherzahl wird bei exakt 15,7 Millionen eingefroren \u2013 dem Niveau des Vorjahres. Es ist ein beispielloser Versuch, Lebensqualit\u00e4t \u00fcber Profit zu stellen.\u00a0\u00a0Besonders hart trifft die Neuausrichtung die Kreuzfahrttouristen. Sie gelten in der Stadtverwaltung seit jeher als das personifizierte \u00dcbel des Ph\u00e4nomens \u2013 sie fluten f\u00fcr wenige Stunden die Gassen, verstopfen die Ramblas, lassen aber kaum Geld in den lokalen Gesch\u00e4ften zur\u00fcck.<\/div>\n<div>\n<p><strong>Gegen diese &#8222;Tagestouristen auf Durchreise&#8220; geht die Stadt nun mit administrativer H\u00e4rte vor:<\/strong><\/p>\n<div>\n<div>\u2022 Die Zahl der Terminals f\u00fcr Kreuzfahrtschiffe wird von sieben auf f\u00fcnf reduziert.<\/div>\n<div>\u2022 Die maximale Tageskapazit\u00e4t f\u00fcr Passagiere sinkt von 37.000 auf 31.000.<\/div>\n<div>\u2022 Deutlich erh\u00f6hte Abgaben sollen Reedereien und Billigtouristen abschrecken.<\/div>\n<\/div>\n<div><\/div>\n<p>Hinter den Ma\u00dfnahmen steckt der Plan einer tiefgreifenden Transformation. Bislang bestand das Publikum zu zwei Dritteln aus reinen Freizeiturlaubern. K\u00fcnftig soll eine strikte Dreiteilung herrschen: Jeweils ein Drittel Gesch\u00e4ftsreisende, Kulturtouristen und Freizeiturlauber. Man sucht den zahlungskr\u00e4ftigen Gast, der bleibt, statt den Billigurlauber, der nur konsumiert.<\/p>\n<\/div>\n<div>Gleichzeitig trocknet die Stadt den Markt f\u00fcr illegale und Kurzzeit-Vermietungen aus. Nachdem bereits die Vergabe neuer Lizenzen gestoppt wurde, sollen bis 2028 rund 10.000 Ferienwohnungen komplett vom Markt verschwinden und in regul\u00e4ren Wohnraum zur\u00fcckgef\u00fchrt werden. Mit einer Touristensteuer von mittlerweile zehn und 15 Euro pro Person und Nacht hat Barcelona ein Spitzenniveau erreicht. Die Botschaft der katalanischen Metropole ist unmissverst\u00e4ndlich: Barcelona ist kein Freizeitpark, sondern eine Stadt, in der auch noch Menschen leben wollen.
